In January 2024, Mr. Tran Quang Tuan, Chairman of Central Construction Joint Stock Company, embarked on his first official business trip to Taiwan. This marked the beginning of a strategic partnership with Honhui Group—one of Taiwan’s leading real estate development corporations.

Taipei Twin Towers: A Milestone in Strategic Cooperation

The Taipei Twin Towers, located in the central business district of Taipei, stand as a significant hallmark of the partnership. Spanning over 590,000 square meters, the development features two towers—one with 55 floors reaching 289 meters and the other with 73 floors reaching 369 meters. The project is designed by the internationally acclaimed American architectural firm SOM (Skidmore, Owings & Merrill).

From the outset, Central demonstrated a clear commitment to technological advancement by implementing Building Information Modeling (BIM) for its scope of work on the project. Impressed by the effectiveness of this approach, the investor expanded the application of BIM to the entire project and entrusted Central with the role of General BIM Coordinator.

This development represents not only a significant technical breakthrough but also a strong recognition of Central’s capabilities in project management and technological leadership on internationally symbolic constructions.

During the site visit, Chairman Tran Quang Tuan directly inspected construction progress and quality, expressing high praise for the Vietnamese engineers and workers operating on-site in Taiwan.

He also visited the canteen and living quarters to inquire about the workers’ living conditions, health, and overall well-being. His warm, sincere interactions conveyed a clear message: “Central is not only building structures—it is cultivating a humane, supportive working and living environment for its team.”

Zhongya Anju: Expanding International Footprint

The business trip continued to Hsinchu, Taiwan’s high-tech capital, where Central is executing the Zhongya Anju high-rise residential project. Covering over 59,000 square meters, the development consists of 2 towers, each with 21 stories and 4 basement levels. As a project with strong community significance, Zhongya Anju aims to create a high-quality living space for local residents.

Central is also a strategic partner of Sunsea Construction Corporation, a major construction firm in Taiwan. In Hsinchu, Chairman Tran met directly with Mr. Jerry H. Chiu, Chairman of Sunsea, to discuss long-term cooperation strategies. He also visited the construction site to meet and encourage Vietnamese workers, reinforcing morale and solidarity within the workforce.

GROUNDBREAKING CEREMONY FOR THE CAT BA CENTRAL BAY TOURISM AND COMMERCIAL SERVICE – HH1 TWIN TOWERS

On the morning of May 23, 2025, in the heart of Cat Ba Town (Hai Phong), Central Construction Joint Stock Company, in coordination with Sun Group, solemnly held the groundbreaking ceremony for Tower HH1 — a flagship structure within the Cat Ba Central Bay Tourism And Commercial Service.

This event marks a significant milestone, symbolizing the beginning of a strategic development journey aimed at not only constructing a new architectural landmark but also unlocking the tremendous development potential of Cat Ba Island. The island is anticipated to become Vietnam’s first carbon-free eco-tourism paradise.

The ceremony was graced by the presence of representatives from Sun Group (the project’s investor), the Project Management Board, supervision consultants, general contractor Central, as well as project partners, subcontractors, suppliers, and a large number of personnel from all participating units.

The project is master-planned with the vision of transforming Cat Ba into a “Little Maldives of Asia” — an international destination offering world-class, sustainable, and culturally rich entertainment spaces. The project features key highlights including a central square, an international-standard public artificial beach, pedestrian streets lined with service and retail facilities, and distinctive architectural elements inspired by the stunning beauty of Lan Ha Bay. These features will turn the central square into a vibrant cultural hub and a functional public space for both local residents and tourists.

Sun Group is preparing to open the first elements of the development — the central square and the beach — to serve both tourists and local residents on May 31. CENTRAL – VIETNAM’S REPRESENTATIVE IN ISRAEL’S INFRASTRUCTURE CONSTRUCTION

Hanoi, May 2025 – As part of the official visit to Vietnam, Israel’s Minister of Labor along with Israeli Ambassador to Vietnam met with Prime Minister Pham Minh Chinh, leaders of the Ministry of Home Affairs, and representatives from Central Construction Joint Stock Company.

Prime Minister Chinh called for deeper collaboration in scientific innovation, digital transformation, and entrepreneurship. He also proposed that Israel support Vietnam in technology development, while Vietnam offers Israel a high-quality labor force. The Prime Minister requested that both sides expedite negotiations and sign the Vietnam-Israel Labor Agreement no later than June 2025. He also emphasized the importance of establishing effective implementation frameworks, training programs in professional skills, language, cultural integration, and legal education. He encouraged expanding bilateral cooperation in new fields, including software design.

On the afternoon of May 20, Deputy Minister of Home Affairs Vu Chien Thang held a meeting with Minister H.E. Mr. Yoav Ben Tzur to discuss cooperation between the two ministries. Deputy Minister Thang proposed that both parties work closely to finalize and sign an agreement regarding the recruitment of Vietnamese workers for specific sectors in Israel.

This event marks a historic milestone as Central becomes one of only four international contractors licensed by the Israeli government to rebuild infrastructure, housing for Israeli people.

In a highly competitive selection process involving 34 international contractors, Central emerged as the only representative from Vietnam to be granted an operational licence in Israel, alongside three other global construction companies. This achievement reflects Central’s outstanding technical expertise, professionalism, and ability to meet global standards.

This significant achievement not only reflects outstanding construction progress but also symbolizes the trust, cooperation, and full commitment between the General Contractor, Central, and the Sun Group.

DEPUTY PRIME MINISTER TRAN HONG HA INSPECTS THE QUANG TRI AIRPORT

On the morning of April 27, 2025, in a ceremony that coincided with the nation’s commemoration of the 50th anniversary of Reunification Day (April 30, 1975 – April 30, 2025), Deputy Prime Minister Tran Hong Ha, a member of the Central Committee of the Communist Party of Vietnam, conducted a thorough inspection of the Quang Tri Airport. This infrastructure endeavor is a significant hallmark of the era, symbolizing the robust development aspirations of the heroic land of Quang Tri.

The government delegation included leaders from various ministries, including Construction, Finance, Natural Resources and Environment, and the Office of the Government, along with Quang Tri provincial leaders, representatives from the T&T Group and Cienco 4 consortium, Quang Tri Airport Co. Ltd, general contractor Central, and other partner units.

After nearly a year since the start of construction, the Quang Tri Airport has completed the aircraft parking area.

The Quang Tri Airport project (a level 4C facility, oriented capacity to serve 5 million passengers/year), invested by T&T Group and Cienco 4 consortium, has been started in July 2024 and is expected to complete phase 1 in July 2026. This first phase will include the construction of a 2,400-meter runway, a control tower, technical infrastructure systems, and a single-story passenger terminal, designed to accommodate 500,000 passengers per year. These elements are fundamental to ensuring the airport’s operational readiness and fulfilling its role as a major regional transportation hub.

The long-term development plan for Quang Tri Airport involves a series of upgrades that will transform it into “a comprehensive aviation, logistics, services, and commercial hub”. On April 27, 202, the T&T Group and Cienco 4 consortium have already proposed the early construction of a two-story passenger terminal to enhance the airport’s capacity ahead of schedule. Following the completion of the first phase, the airport will be upgraded to a level 4E facility by 2026. This will include extending the runway to 4,000 meters, allowing the airport to accommodate all types of aircraft without restrictions. The upgrade could also involve the construction of a second runway, contingent upon rising demand. Additionally, there will be comprehensive construction to ensure compliance with Code E aircraft operations, supporting a cargo capacity of 1.5 million tons per year.

Central general contractor is responsible for executing key components of the project, including the passenger terminal, control tower, and MEP systems, with a commitment to meeting deadlines, ensuring quality, and maintaining absolute safety.

Reporting to the Deputy Prime Minister, Investor T&T Group of Quang Tri Airport said that after nearly 1 year of implementation, the project has now completed the aircraft parking lot (32,917m²), official roads, operators, cement concrete stations, auxiliary areas, etc  drainage system. Currently, Central’s PMB is ready with all resources, equipment and manpower to coordinate with the consortium and the Investor to enter the implementation stage of the next items.

During the inspection, Comrade Tran Hong Ha expressed gratitude to the contractors and participating units, acknowledging the serious and responsible work ethic observed at the site. He affirmed, “Quang Tri Airport symbolizes the aspiration for advancement, forged from the sacrifices of countless generations, reflecting the resilient spirit of the heroic land. This project carries a monumental mission: to connect Quảng Trị with the nation and the world, transforming developmental dreams into reality, and continuing to write illustrious chapters in the journey of nation-building and integration.”

He also expressed deep appreciation for the enterprises that dominate technology and pioneer the construction of large-scale projects, affirming Vietnam’s intellectual and capability standing on the international stage.
